Ninth meeting of the Intergovernmental Negotiating Body (INB) for a WHO instrument on pandemic prevention, preparedness and response

Thank you.  

We welcome the inclusion of provision 9.6 on conditions on public funding.

But we are concerned that the text lacks specificity in key areas and could lead to ambiguity and a lack of consistency in interpretation. 

More detail is needed on the conditions type and scope and a better description of when they would be applied.

For example, the reference to health emergencies, could be interpreted as conditions would only be included in agreements in emergencies, and do not apply to the development of new health tools - a key element of preparedness. 

This fails to reflect the reality of how R&D is practically done, there will be different funders, funding different R&D stages. To enable effective and equitable development as well as access to health products - there needs to be consistency across funders and in the text on the conditions agreed and applied before an emergency during the preparedness phase.
