กลุ่มนักวิทยาศาสตร์ แพทย์ ผู้ให้ทุน และผู้วางนโยบาย จาก 70 กว่าสถาบันจาก 30 กว่าประเทศได้ริเริ่มสัมพันธมิตรระดับนานาชาติเพื่อตอบสนองต่อ COVID-19 ในพื้นที่ขาดแคลนทรัพยากร COVID-19 Clinical Research Coalition มุ่งเน้นในการเร่งการวิจัย COVID-19 ซึ่งมีความจำเป็นอย่างยิ่ง ในพื้นที่ที่ไวรัสสามารถสร้างความหายนะแก่ระบบสุขภาพที่เปราะบางอยู่แล้วและก่อให้เกิดผลกระทบทางสุขภาพอย่างใหญ่หลวงต่อประชากรที่อ่อนแอ

อย่างที่ไม่เคยมีมาก่อน สัมพันธมิตรนี้ได้รวบรวมบรรดาผู้เชี่ยวชาญด้านสุขภาพ อันรวมถึงสถาบันวิจัยของภาครัฐ กระทรวงสาธารณสุข ภาคการศึกษา องค์กรวิจัยและพัฒนาที่ไม่แสวงผลกำไร องค์กรพัฒนาชุมชน องค์กรระหว่างประเทศ และผู้ให้ทุน ที่ล้วนมุ่งมั่นที่จะหาวิธีแก้ไขปัญหา COVID-19 สำหรับพื้นที่ขาดแคลนทรัพยากร
ได้มีการเปิดตัวโครงการสำคัญเพื่อตอบสนองต่อ COVID-19 แล้วหนึ่งโครงการ ซึ่งคือ SOLIDARITY trial ที่นำโดย World Health Organization (WHO) อันเป็นความพยายามระดับโลกอย่างที่ไม่เคยมีมาก่อน หากแต่กลุ่มผู้ลงนามพบว่าจากการวิจัย COVID-19 จำนวนเกือบ 600 โครงการที่ได้มีการลงทะเบียนไว้ มีเพียงไม่กี่โครงการที่ได้วางแผนไว้สำหรับพื้นที่ขาดแคลนทรัพยากร กลุ่มผู้ลงนามมุ่งมั่นที่จะแบ่งปันความสามารถด้านการวิจัยทางคลินิกและความเชี่ยวชาญทางเทคนิคของพวกเขาเพื่อเร่งการวิจัย COVID-19 ในพื้นที่เหล่านี้
